#134472 by litwol: First release of static_resizeable plugin.
#171303 by litwol: Modules page display how many modules are enabled out of
  total (# of ##).
Utility plugins can specify their own menu items through 'hook menu' setting.
Plugin settings in admin/settings/util are displayed collapsed now.
Allow to enable/disable individual plugins from admin/settings/util.
